A quietist's proposal has been put to Dr Bill Wilson PhD, the government's Noise Specialist, that Infringement Notices be issued according to a binary system The proposal has two parts: (a) that the penalty for neighbourhood Noise offences be doubled for each successive offence; (b) that any penalty be halved if it's paid within 21 days It has also been suggested that the same binary system be utilised to control barking offences Comments is invited |
