DOG LAW REFORM Submission to the Government during its Review of the Dog Control Act 2000 TOPIC: Registration of Owners Whereas many owners treat their dogs appropriately and behave considerately towards others, a substantial proportion do not. This has always been the case. There are currently no requirements for any owner to demonstrate his suitability for dog ownership. The Paper Noxious Barking elaborates further: The compulsory registration of owners (no registration, no dog) should also prevent the chronic bad owner from keeping any dog. A bad owner from Darwin need not think that he can revert to form in Hobart when his council has the history of his offences on its compulsory government-audited database. Recommended: 1. That Owner Registration be a mandatory requirement throughout the nation. |
